Our lead consultants

Melody Niwamanya

Melody Niwamanya is the Chief Executive Officer of Pazel Conroy Consulting, and doubles as the lead consultant for the Monitoring and Evaluation department. Melody is a Monitoring and Evaluation (M&E) Expert with a bias to Results Based M&E and Management with over 14 years of professional experience. He holds an executive MBA and has several Monitoring and Evaluation certifications including a Monitoring for Results certificate from IMA International UK. He is a well-rounded M&E expert with experience in developing M&E systems, undertaking baseline surveys, evaluations and special researches and feasibility studies. He has worked as a consultant for the public sector in various developing countries including Uganda, Ethiopia, Rwanda, Mozambique, Tanzania, Kenya, Burundi, Malawi, South Sudan, Lesotho and Zimbabwe. He has undertaken consultancies funded by international organisations including the World Bank, USAID, EU, UNFPA, UN Women, UNICEF, IFAD, Millennium Challenge Account, and AfDB. He has led assignments funded by several local and international NGOs like Action Aid international, East African Sub-regional Support Initiative for the Advancement of Women (EASSI), National Association for Women’s Organisations Uganda (NAWOU), FIDA Uganda, Deutsche Stiftung Weltbevoelkerung (DSW), World Vision, MIFUMI, and ACORD Uganda.

Davis Muhangi
Partner- ICT and Systems development
Davis has over 17 years’ experience in Fraud Risk Management, Forensic Audits, Computer Forensics, Revenue Assurance, Information Systems Auditing and Anti-Money Laundering/Combating the Financing of Terrorism (AML/CFT). With strong interpersonal, analytic & conceptual skills, Davis is also a frequent trainer /speaker on computer forensics, fraud examination and risk management executive courses, seminars and conferences. Davis has lived and worked in Uganda, Bahrain, Qatar, UAE, Kuwait, Saudi Arabia, Oman, UK, Germany, Nigeria, Ethiopia, Zambia, Kenya, Tanzania, Gabon, Tchad, Congo, Rwanda, Burundi, Sierra Leone, Niger, Sierra Leone, South Africa and Malawi.

JB Ssekamatte, PhD
Lead Associate – Monitoring and Evaluation
Dr. Ssekamatte holds a Masters of Philosophy in Demography from Brown University United Sates, with particular emphasis in: Design and Implementation of Censuses and Large Surveys; Evaluation of Data and Data Collection Systems. He also holds a Ph.D. in Demography with special emphasis in Statistical Analysis of Demographic and Epidemiological Data and Manipulation and Interpretation of Sociological and Demographic Data from Incomplete Statistical Systems. He has a Postdoctoral training in Monitoring and Evaluation of population, health and nutrition programs from University of North Carolina. He has over 25 years of consulting experience, around the areas of M&E capacity building, designing M&E frameworks, implementing large national surveys, undertaking Evaluations and studies in Uganda, the East African region and the rest of Africa.

Henry Kellam III, Ph.D.
Lead expert, Public sector reforms
Henry has more than 30 years of experience in strengthening and promoting representative, responsive and effective local governance. He has worked in more than 25 countries in Africa, the Middle-East, South-East Asia, South-West Asia, Eastern Europe and the South Pacific. He specializes in decentralized public sector reform to support greater local autonomy and improve the delivery of public services with key stake-holders at all levels of government. He has served in various positions with numerous UN agencies, USAID, World Bank, NGOs and other bi-laterals as Project Director, CTA, Chief of Party and Team-Leader on numerous sustainable decentralization Programs.

Hilary Homans, Phd
Lead expert Sustainable development and programme design
Twenty-six years experience in senior management positions in health and development (strategic planning, programme design and implementation, human resource and curriculum development) and monitoring and evaluating programmes for different agencies including the United Nations (UN), bilateral agencies, academia and non-governmental organisations (NGOs). Twenty-two years experience of global programme management in development, HIV/AIDS; committed to poverty alleviation and reducing inequity. Lived and worked for nine years in sub-Saharan Africa (Tanzania and Zimbabwe) in managing DfID health and population programmes and developing distance education and trainer of trainers materials.

Roy Mayega, PhD
Lead expert Public health consulting
Dr. Mayega has accumulated 17 years of experience in public health related work, six of which were at primary care level. He was appointed to the position of Lecturer, Department of Epidemiology and Biostatistics in August 2012, which he has held since then. He mainly teaches Epidemiology, Biostatistics, Research Methods, Disease Control, Leadership and Disaster Management. He has supervised 19 graduate students to completion of their studies.

Allan Kebba, PhD
Lead expert- Agriculture and livelihood programmes
Public sector management and administration specialist, with 24 years’ experience (14 at senior management and administrative levels in the field of agricultural and rural development working with government agencies (particularly with Agriculture, Education, Health, Finance, Planning and Economic Development and Local Government ministries and semi-autonomous agencies and departments), nongovernmental organizations (USAID projects) the private sector and international development agencies.

Mubiru Frederick, PhD
Decentralized and Public finance expert
Fred holds a Doctorate of Philosophy in Business Administration (PhD) from Newport University, California, USA. He also holds a Master’s Degree in Business Administration, (MBA Finance and Accounting). He has extensive experience in the areas of Financial Management and Public Finance, Audit, Procurement, Value for Money Audits, Contract and Project Management and Development Planning, Local Government Reforms and practices, Taxation and Tax Management. He has extensive consultancy experience reporting, financial management, procurement, revenue mobilization, audit and back stopping assignments in all local governments in Uganda and the East, Central and Southern African Region, the private and public sectors in general.

Florence Muwanguzi Kyoheirwe
Florence holds a PhD in Gender studies from Cape Town University, South Africa. She is an experienced researcher and consultant with over 20 years of experience. Her areas of interest include women’s health and sexuality, reproductive health, women’s rights, social protection and adolescent girls' wellbeing.

Professor Joseph Kamuzanje
Head, Southern- African Market
Joseph is a professor of practice -Urban and Regional Planning, with extensive experience in Rural and Urban planning. He has worked for the Government of Zimbabwe for 15 years in the Department of Physical Planning within the Ministry of Local Government, Rural and Urban Development. He has consultancy experience across the African region in more than 15 countries-implementing public sector reforms in urban development sectors.

Phibian Mashingaidze Phibian
Phibian has 22 years of Public Financial Management, Procurement and IFMIS project management experience obtained in the public sector, private sector and international organizations across multiple functional areas while working in Southern, Central, East, and West Africa, Europe and USA. He has shouldered responsibilities across six core PFM areas: budgeting, procurement, internal audit and public accountability, accounting and reporting and information technology management. In the above, he has been a specialist, expert, functional manager and advisor, with roles that ranged from team member, team leader, expert, project manager, integration manager and quality assurance.

Jean de Dieu Mirukiro
Partner, Rwandan Office
Jean de Dieu Mirukiro is an experienced HR professional, certified as a Human resource- International practioner, with eight years’ experience working the Public and Private sector in Rwanda. He has experience in conducting organization structure reviews, salary surveys and design of salary structures, Recruitment and development of job descriptions, assessing performance management system, evaluating retirement packages and bonus schemes, conducting HRMIS requirement analysis among other fields

Derick Twinamasiko
Resident Consultant
Derick holds a Master’s of Science degree in Population and Reproductive Health at Makerere University, Uganda. He has training in Monitoring and Evaluation from the School of Statistics and applied Economics (SSAE) Makerere University. With five years or progressive professional experience in application of statistical methods to empirical research and analysis, Derick manages all electronic data collection and analysis processes of the firm, as well as coordination of field work activities. He is highly adept in designing data collection forms (Questionnaires) and uploading them on electronic gadgets such as phones, tablets etcetera, Data analysis using Statistical packages such as Epi Data, SPSS, STATA, developing evaluation and baseline protocols and supporting development of M&E systems.

Joseph Wamema
Lead expert, Digital Health
Joseph is a hands-on Certified IT Enterprise Architect and a finalist candidate for a PhD of Information Systems at Makerere University, squarely focused on development of an Architectural Framework for optimization of healthcare delivery in Uganda. He has an over 15 progressive years of solid consulting experience especially in supporting impact -based implementation and evaluation of standardized scaled up digital health systems as well as development and operationalization of aligned ICT polices and strategies. His wealth of consulting experience has seen him successfully deliver Industry relevant and high-end expert assignments such as; digital landscape and feasibility studies, interoperability frameworks for health information exchange, information security governance models, Enterprise Architecture Frameworks, specific IT implementation models among others. His consulting has an intersection of private and public reputable institutions; such as Ministry of Health, Makerere University, UNICEF, WHO, World Bank, National Information Technology Authority among others.
